Cannabis Is Legal in Ohio
Adults 21 and older can legally purchase and possess cannabis in Ohio. Voters approved Issue 2 in November 2023, legalizing recreational cannabis, and adult-use sales launched in 2024. You do not need a medical card to buy — just a valid government-issued photo ID proving you're 21+.
Ohio allows possession of up to 2.5 ounces of flower or 15 grams of extract on your person. Daily purchase limits mirror those amounts: 2.5 ounces of flower or 15,000mg of THC per transaction. Home growing is allowed — up to 6 plants per person, 12 per household, with no registration required.
Where to Buy: Dual-Use Dispensaries
Cannabis can only be purchased at licensed dispensaries regulated by the Division of Cannabis Control (DCC). Ohio operates a dual-use dispensary model — most licensed dispensaries serve both medical patients and recreational adults from the same location. When you arrive, you'll typically check in on the recreational side unless you hold a valid Ohio medical card.
Out-of-state visitors can purchase from any recreational dispensary. Ohio does not recognize out-of-state medical cannabis cards.
Most Ohio dispensaries accept cash and PIN-based debit cards. Credit cards are generally not accepted due to federal banking restrictions. ATMs are available on-site but typically charge fees ($2.50–$3.50).

Ohio dispensaries carry a range of cannabis products, all subject to state potency caps. Here's what you'll find:
- Flower — Dried cannabis buds for smoking or vaporizing. Sold in pre-weighed amounts (typically 1g, 3.5g, 7g, or 14g). Capped at 35% THC. Ohio flower averages roughly $6.30 per gram, with ounces typically running $180–$210.
- Pre-rolls — Pre-made joints, ready to smoke. Good for beginners who don't want to learn rolling.
- Edibles — Gummies, chocolates, mints, and other infused foods. Capped at 10mg THC per serving and 100mg per package. Effects take 30 minutes to 2 hours to onset.
- Vape cartridges — Oil cartridges that attach to a battery pen. Discreet and portable.
- Concentrates — High-potency extracts (wax, shatter, live resin). Capped at 70% THC. Not recommended for beginners.
- Tinctures — Liquid drops placed under the tongue. Allows precise dosing.
- Topicals — Creams, balms, and patches applied to the skin. Non-intoxicating.
Key Terminology
- THC — Tetrahydrocannabinol, the primary psychoactive compound. Gets you "high."
- CBD — Cannabidiol, a non-intoxicating compound. May provide relaxation without the high.
- Indica — Traditionally associated with relaxation and body effects. Often recommended for evening use.
- Sativa — Traditionally associated with energy and cerebral effects. Often recommended for daytime use.
- Hybrid — A cross between indica and sativa strains. Most modern cannabis is hybrid.

What to Expect at a Dispensary
- Check-in: Present your valid 21+ government-issued photo ID at the front desk. Out-of-state IDs are accepted for recreational purchases.
- Browse: A budtender will guide you through available products. Don't hesitate to ask questions — they are trained to help newcomers.
- Purchase: Choose your products within the daily limits (2.5 oz flower or 15,000mg THC). Expect to pay with cash or PIN-based debit.
- Tax: Ohio charges 16–18% total tax on recreational cannabis (10% state excise tax plus applicable sales tax). Medical patients are exempt from the 10% excise tax. A $50 product costs roughly $58–$59 after tax.
- Exit: Your products will be sealed in an opaque, child-resistant bag. Keep them sealed during transport.
The golden rule of cannabis. Ohio edibles are capped at 10mg per serving — begin with half a serving (5mg) and wait at least 2 hours before considering more. You can always take more, but you can't take less.
Important Rules to Remember
- Private property only: Under SB 56, cannabis consumption is legal only on private residential or agricultural property with the owner's permission. Public consumption carries a $150 fine.
- No consumption in vehicles: Consuming cannabis as a passenger is a third-degree misdemeanor (up to $500 fine and 60 days in jail).
- Extremely strict OVI law: Ohio has the lowest per se THC limit in the nation — just 2 ng/mL blood THC. Do not drive after consuming cannabis.
- No recreational delivery: Delivery is not currently available for recreational purchases in Ohio.
- No consumption lounges: Ohio has not authorized cannabis consumption lounges.
- No crossing state lines: Taking cannabis across any state border is a federal offense. Out-of-state cannabis brought into Ohio is treated as contraband under SB 56.
